We have had an exciting opportunity become available, to join a team in Manchester as a Neighbourhood Officer. This is a full time, temporary position with an initial contract period of 3 months. The Neighbourhood Officer will be responsible for enforcing housing legislation and providing high-quality, customer-focused service.
The Role

  • Conduct housing inspections, ensuring compliance with relevant housing legislation.
  • Provide expert technical and legislative advice on housing standards to colleagues and stakeholders.
  • Liaise with tenants, landlords, and other relevant bodies to ensure enforcement actions are understood and implemented.
  • Maintain accurate records of inspections, investigations, and compliance meetings.
  • Collaborate with key stakeholders to develop effective community partnerships.
  • Assist in the review and interpretation of statutory regulations and national guidelines.
  • Contribute to community safety priorities and improve neighbourhood conditions in line with Manchester's vision.

The Candidate
The ideal candidate will have experience in a similar role, ideally within housing enforcement, compliance, or regulatory work. A strong understanding of housing legislation and an ability to build relationships with both tenants and landlords is essential.

  • Previous experience working in local government or public sector housing services.
  • In-depth knowledge of the Housing Health and Safety Rating System (HHSRS) or willingness to obtain this qualification.
  • Familiarity with issues affecting private sector housing tenants and owners.
  • Strong problem-solving skills and the ability to make independent decisions.
  • Ability to work under pressure, managing multiple caseloads effectively.
  • Experience with IT systems and software applications related to housing services.
  • Knowledge of building construction and safety standards is an advantage.
